After eight years of implementing the National Program “Improving productivity and product quality of Vietnamese enterprises until 2020” (Program 712) has helped businesses improve productivity, product quality, increase competitiveness in the market.
Many businesses have increased productivity to 30%, reducing the proportion of wrong goods, errors, inventory in the line. In the coming time, in order to implement the Program 712 more effectively, It is necessary to improve the capacity of management staff, consultants and the involvement of enterprises in applying solutions to improve productivity and quality.
In 2010, the Prime Minister issued Decision No. 712/QD-TTg approving the national program “Improving productivity and quality of products and goods of Vietnamese enterprises by 2020”. In particular, the project to promote productivity and quality activities is chaired by the Ministry of Science and Technology (Science and Technology). In the 2016-2020 period, the program aims to have 60,000 businesses being instructed to apply new models to improve productivity and quality.
Joining in this program, businesses have access to quality management systems according to international standards (ISO 9,000, ISO 14,000) and a system of basic improvement tools (such as 5S, Lean or Lean 6 Sixma, etc). To date, 15,000 enterprises have been instructed to apply new models to improve productivity and quality. Program Management Board 712 said that the application of management systems, advanced productivity and quality improvement tools and the application of management criteria of the National Quality Award model helped. for tens of thousands of businesses to improve the quality of products and goods, reduce cost of errors, thereby improving labor productivity and competitiveness. For example, at Rang Dong Lightbulb Joint Stock Company, after the company applied improved tools for its LED assembly line, reduced waste, made tools, jigs, changed designs and automation of some assembly equipment, packaging, etc, the productivity of the point line increased by 59%, bringing the value of nearly one billions per year.
Nam Duoc Joint Stock Company applied a tool to maintain overall equipment efficiency in the manufacturing process of pharmaceuticals, helping businesses reduce 80% of the pill breakage rate, increase the total equipment efficiency from 50% to 60%. Phuoc Hoa Rubber Joint Stock Company applies the energy management system ISO 50001:2011, using biomass biomass to heat oil radiator to dry rubber to replace DO, FO oil to save more 1.3 billions VND (2015), 803 millions VND (2016) and over 1.4 billions VND (2017). Through the implementation of the IATF automobile quality management system, Le Group (Hanoi) and 4P Electronics (Hai Phong) have shortened the production time of products, reduce to the lowest level of defective products. Enterprises have also approached and gradually implemented other basic productivity improvement tools.
Mr. Ha Minh Hiep, Deputy Director General of Quality Measurement Standards (Ministry of Science and Technology) said: Over the past time, the implementation of Program 712 has closely followed the objectives, contents and tasks set out. The ministries, branches and localities have paid more attention and taken the initiative in implementing and implementing tasks. However, the participation of enterprises is still passive, not fully aware of the role of businesses in the competitive environment; Most enterprises are of small and medium scale, weak resources, old production equipment; Production management team is still limited, so it is not confident enough to apply management systems and tools to improve productivity and quality; capacity, qualifications of staff, experts productivity, quality is limited, etc.
In order for Program 712 to continue to be more effective, it is necessary to continue training and improving the capacity of managerial staff and consultants in the field of productivity, quality, knowledge training on pepper. standards, productivity and quality in universities, colleges and vocational schools; strengthening consultancy, guidance, supporting businesses in developing and applying standards and technical regulations; apply solutions to improve productivity and quality. In addition, the priority should be given to supporting small and medium-sized enterprises in starting and creating, developing a full national system of standards for all economic and social fields, harmonizing with international standards, basis for productivity and quality improvement activities.
