Vietnam identified, in the coming time, to continue to participate effectively, fully implementing member responsibilities in the activities of the Asian Productivity Organization (APO); and other international and regional organizations in terms of productivity and quality; International exchange and cooperation to acquire and update new methods, experiences, techniques to increase quality productivity, etc.
For Vietnam, science and technology are the top national policies; Productivity and innovation are the crosscutting content of Vietnam’s Socioeconomic Development Strategy (2020-2030). Therefore, the Government and the National Assembly of Vietnam have had very important policies and decisions to improve technology activities, especially to improve productivity and product quality, helping Vietnam’s economy to reach a high level new.
In recent years, international cooperation and integration in the field of quality measurement standards have been promoted in both width and depth by Vietnam. Vietnam maintains regular cooperation with more than 30 international organizations, some countries in the world and the region. Participation in international and regional organizations over the years has helped to develop a policy of standards, metrology and quality that are consistent with international standards, actively contributing to trade facilitation, improve Vietnam’s position in international and regional organizations, ensure Vietnam’s integration in the international arena.
In particular, becoming a member of the Asian Productivity Organization (APO) from January 1, 1996 is very important for Vietnam. Founded on May 11, 1961, APO aims to become an international leader in improving productivity, making APO member economies more productive and competitive by the year 2020. APO’s support for Vietnam has been reflected in important activities in recent times such as: Building a Master Plan on productivity towards development based on innovation and strengthening communication capacity through seminars, conferences, consultations, providing expertise in many fields associated with state development policies and guidelines such as smart production and smart cities; seek an origin; train assessors on National Quality Awards, etc.
Since joining the Vietnam National Productivity Organization (Directorate for Standards, Metrology and Quality), it has sent thousands of officials from management agencies, economic sectors and organizations and enterprises. Attend APO programs and projects in the country and abroad.
APO Secretary General, November 30, 2019, affirmed his support and support for Vietnam to promote innovation activities that create motivation for productivity development and desire to expand the scope of bright innovation applications. Created in the fields of: Agriculture, developing human resources, harmonizing standards, etc.
Currently, APO is supporting member economies to establish 05 Centers of Excellence (COE), including: COE on Perfect Business Model in Singapore (2009), COE on Green Productivity in Taiwan (2013), COE for productivity in the Philippines manufacturing sector (2015), COE for information technology for industry 4.0 in India (2017) and COE for Smart Manufacturing in Taiwan (2019).
APO leaders have also expressed their willingness to help Vietnam set up COE on innovation to boost productivity. COE acts as a place to connect experts and where research, training, and consultancy activities will be conducted in areas of strength for APO member economies. COE does not need to build any facilities, just maintain a website that allows member economies to connect and access information about relevant events and knowledge; Maintain a database of experts in the field and organize expert delegations to assist member economies in developing relevant policies and capacities and welcoming delegations to study and organize. Related training courses and conferences for member economies.
The full and effective participation in APO’s programs and projects will help Vietnam in general, the National Productivity Organization (Directorate for Standards, Metrology and Quality) in particular, strengthen professional capacity in the field of quality productivity, especially the ability to access new tools and solutions to improve quality productivity in the context of Industry 4.0; Promote international cooperation and enhance the role of the National Productivity Organization in APO; Research to establish a legal basis for quality productivity activities and APO activities in Vietnam, etc.
As a member of APO, Vietnam has shown its responsibility and contributed to the implementation of APO’s programs. Along with assuming the role of APO Chairman in 2020, Vietnam will have many opportunities to embrace new technologies from the Fourth Industrial Revolution to bring about and share challenges in the field of agriculture, rural areas, remedies in the Master Plan for Productivity Development based on innovation.
On that basis, Vietnam determined that, in the coming time, to participate effectively, fully implement membership responsibilities in the activities of APO; and other international and regional organizations in terms of productivity and quality; International exchange and cooperation to acquire and update new methods, experience, techniques to increase quality productivity, yield studies, compare productivity with countries in the region and around the world; Collaborate with international and foreign experts in training domestic experts in the field of productivity and quality; Expanding negotiations, signing mutual recognition agreements on conformity assessment results with countries, territories, regions, international countries to facilitate trade, etc.
