The Ministry of Science and Technology has proposed many solutions to improve the “ISO 9001/billion $ PPP GDP” index and the “ISO 14001/billion $ PPP GDP” index in Vietnam’s global innovation index system.
With the aim of improving the index “ISO 9001/billion $ PPP GDP” and “ISO 14001/billion $ PPP GDP” index in Vietnam’s global innovation index system, The Ministry of Science and Technology has set out many solutions to promote these indicators in the coming years.
Vietnam’s ranking of the Global Innovation Index
According to a report published by the World Intellectual Property Organization (WIPO) on the 2018 Global Innovation Index (GII), Vietnam continues to improve its position, up 2 places to 45/126 countries and economies ranked.
This ranking has improved by 2 places compared to 2017, up 14 places compared to 2016. More importantly, Vietnam has high scores in all 7 pillars, all higher than the average, in which, the index Vietnam’s “number of ISO 14001 certificate/billion $ PPP GDP” reached 2.3, with a score of 16.56, ranked 46th (this ranking has improved by 1 rank compared to 2017, up 4 grades compared to 2016) and Vietnam’s index of “number of ISO 9001 certificate/billion $ PPP GDP” reached 8.7, get a score of 20.78, ranked 40th (this ranking has improved by 8 rank compared to 2017, up 7 levels compared to 2017 2016). What is the solution to improve the 02 indicators?
According to Ms. Nguyen Mai Huong – Acting Director of Standard conformity assessment Department – General Department of Standards, Metrology and Quality (Ministry of Science and Technology), in recent years, Ministry of Science and Technology has tried to synchronize many solutions to help improving these 02 indicators.
Ms. Huong said that the indicators “Number of ISO 14001/billion $ PPP GDP” and “ISO 9001/billion $ PPP GDP” index have improved and increased over the years. Currently, Vietnam’s economy is developing and GDP figures (billion USD PPP) are also increasing. For these indicators to increase, the number of ISO 9001 and ISO 14001 certifications must increase sharply.
Therefore, in order for the index “ISO 14001/billion $ PPP GDP” and “ISO 9001/billion $ PPP GDP” index to continue to improve in the coming years, according to Ms. Huong, it is necessary to have Some solutions to promote.
“Strengthening the socialization of management system certification activities according to ISO 9001 and ISO 14001 needs to be strongly implemented in the coming time; encourage other economic sectors to invest in building a conformity assessment organization, including foreign certification or attracting organizations to have strong and capable conformity assessment organizations serving the state management and production and business activities,” Ms. Huong said.
In addition, according to Ms. Huong, it is also important to focus on mechanisms and policies focusing on key economic sectors, key economic sectors of the country to facilitate economic development, ensure the state management of product and goods quality. At the same time, there are solutions to rational, effective and diversified use of investment capital for conformity assessment activities.
Offering specific solutions, the representative of the General Department of Standards, Metrology and Quality said that in order to contribute to the improvement of the ISO 9001 and ISO 14001 Certification Numbers, it is necessary to minimize State investment, and at the same time create investment conditions for capable organizations and enterprises and conditions; Ensure the impartiality and transparency of conformity assessment activities, including certification activities; Create a certification assessment force that meets the needs of businesses and boosts trade.
Besides, there should be mechanisms, policies, support programs, consulting and training for construction enterprises, applying management systems according to ISO 9001 and ISO 14001; propagating, honoring and giving investment incentives to construction enterprises, applying management systems according to ISO 9001 and ISO 14001, especially for small and medium-sized enterprises. Promote support for private enterprises in building and applying management systems according to ISO 9001 and ISO 14001.
Ms. Huong also emphasized the strengthening of inspection, examination and handling (post-inspection) of management system certification organizations according to ISO 9001 and ISO 14001 and continues to review business conditions. It is not necessary to do business in accordance with Decree 107/2016/ND-CP to create a favorable business environment.
