Promote initiatives and increase production efficiency

In recent years, the Vietnam Oil and Gas Group (PVN) and its subsidiaries constantly encourage scientific research, promote innovations (SK), inventions (SC), and technical innovations (CTKT) to improve productivity and business efficiency and benefit trillions of dong for the State and enterprises (enterprises). In addition to the achieved results, in order for the movement to continue to promote its effectiveness, it is necessary to lead units to build mechanisms and policies to support this movement to operate stably and sustainable.

The fruits of labor

On January 6, PVN handed over the decision and announced 19 SK of special classification and group A of corporate level with a benefit of nearly 1,000 billion VND. Criteria for being recognized as a group-level SK require SK to have a profit of VND 1 billion or more in the first year or bring huge social benefits, impact and violations have widespread influence in the entire petroleum industry of Vietnam or on a national scale.

In particular, the optimal solution of residue storage and processing (raw materials for catalytic cracking workshop – RFCC) produced during the overall maintenance period of the 3rd Dung Quat oil refinery of the author group of the Filter Company Binh Son Petrochemical (BRS), worth VND 257 billion in savings. During plant maintenance, the key is to find a clean tank with enough residue volume. Accordingly, the planning of maintenance, cleaning and preparation of a crude oil tank to store residue for the pre-determined maintenance period, combined with a solution to reduce the amount of residue produced to shorten the solution time discharge residue residues, making an important contribution to the overall success of the overall maintenance of the plant. However, the team in charge of the well destruction in the project realized that the PCPP’s wells were exploited at many different reservoir reservoirs, the conventional method of wall destruction has high risks and great costs. The team has studied and proposed the Caprock method (never before applied in Malaysia). After the successful application of the PCPP, many other operators have modified the process of destroying wells by this method and instructed contractors to apply for later projects.

Deputy Director of Dung Quat Oil Refinery Dang Ngoc Dinh Diep affirmed that the unit’s SK movement and technical assistance in recent years have been regularly paid attention to and encouraged development. Through practical labor, hundreds of SK and CTKT were born and benefited businesses with trillions of VND. Only the above two solutions of BSR have been applied, which have brought great value to Dung Quat Oil Refinery. This can be considered as the next development step in applying SK, scientific and technological solutions to production at BSR. Sharing the same viewpoint, General Director of PV Gas Duong Manh Son affirmed that the labor movement promoting SK and technical training at the unit continued to develop in both width and depth. PV Gas’s SKs are applied in practice, contributing to the safe and effective management and operation of gas works, bringing great economic benefits to PV Gas and PVN, making practical contributions to the implementation of PV Gas and PVN practice thrift and combat waste. According to PVN’s leaders, the emulation movement promoted SK, technical training to save costs, improve labor efficiency and production and business efficiency continues to be replicated and developed by successful unit members of PVN both in quantity of SK and units participating in SK-SC activities. After classifying, reviewing and comparing the criteria prescribed in the regulations of the group, dozens of grassroots SK every year are eligible to be considered and recognized as a group SK.

Although the movement of researching and promoting SK-SC, technical training has always been concerned by PVN and its member units, in fact, there are still many difficulties such as the movement has not really come into order; mechanisms and policies, remuneration of talents have not been properly invested, creating an incentive to promote SK in practice. Leaders of some businesses said that, before the increasingly fierce competition in the market, training and retaining talented people to avoid the “brain drain” will be more difficult. Want to have quality human resources, requires businesses to invest, make many policies to retain and attract high-level human resources through good remuneration, the application of regulations and titles of experts for highly qualified technical personnel. In addition, there is a need for cooperation between enterprises with institutes, universities and research units in order to foster and train high-quality human resources as well as timely application of research results, new scientific and technological advances in production and business activities of enterprises.

Assessing the work of promoting and developing the SK-SC movement, the technical training program of enterprises, the leader of PVN affirmed that in order to combine scientific research activities in the whole corporation into a unified and promoted unit existing resources and strength, PVN will continue to consolidate the Board of Initiatives, clearly define its functions and duties as well as promulgate regulations on the Council of Initiatives, as a basis and orientation for SK, CTKT activities in the whole corporation promote effectiveness.
