Phu Yen: Improving productivity with technology

With the support of industrial promotion program, enterprises and rural industrial production establishments in Phu Yen province have boldly invested in, applied advanced machines and equipment, thereby improving Significant improvement in labor productivity.

There was a time when Phu Yen implemented industrial promotion in width, the projects were spread out according to many contents and fields. Meanwhile, the limited funding makes the efficiency is not high. To overcome these shortcomings, Phu Yen industrial encouragement has focused on supporting the contents on improving productivity, quality, increasing the value and scientific content of industrial products; support establishments with typical IT products and key industries, etc.

In particular, the projects of building technical demonstration models and supporting the application of advanced technologies, machines and equipment into production are given priority. In the period 2014-2018, this content accounted for 33.3% of the total budget for industrial promotion with 7 technical demonstration models and 23 advanced machinery and equipment application projects.

As a result, the projects have helped businesses and rural industry establishments gradually improve their production lines and modernize production stages, contributing to increase productivity, product quality and environmental protection. Notably, most of the projects are implemented in the processing industries of agriculture, forestry and fisheries, producing building materials, which are areas of local advantage, attracting the participation of object.

However, according to the representative of Phu Yen Department of Industry and Trade, the investment in renovating the equipment and technology of the rural IT establishments in the province has changed but still has limited technological level; model of technical demonstrations has not been interested in replicating, lacking projects of new and modern technology transfer. The reason is that most of the manufacturing facilities are small in scale, lack of information on technology and equipment, so the investment is still lacking in synchronization. The number of establishments and the need for support are high, the investment capital is large, while the limited budget and the low level of support also limit the attraction of the industrial promotion program.

In the coming time, in order to have more capital, the Department of Industry and Trade will study and integrate other policies such as supporting industry development; encourage enterprises to invest in rural agriculture; policies to support the production of souvenir products, specialties, etc to develop rural industry. Continuing to make use of scientific and technical capital, non-business capital for environmental protection to integrate and support production development, improve productivity and quality of rural industry products. Reviewing, amending and supplementing a number of policies that have been issued but are no longer suitable to reality to raise the level of support for building technical demonstration models, machines, equipment and technology transfer advanced into production, creating a basis for localities to implement.

Along with that, improve the quality of technology investment consulting, appropriate advanced equipment; strengthen demand surveys, access to rural IT establishments, especially industries with growth prospects, and have strengths in the available resources of natural resources, raw materials and markets. Replicate the technical demonstration models and effective schemes; enhance appraisal, selection of quality schemes, check the implementation progress and plan of using appropriate funding sources, organize assessments, draw experience from implementation of industrial promotion programs and schemes.

From 2014-2018, the total budget for industrial promotion of Phu Yen is 11.36 billion VND, of which the content of building technical demonstration models and supporting the application of technology, machinery and equipment advanced accounts for 33.3% of the total budget.
