Along with intellectual property, the management of standards, metrology and quality has contributed to improving product quality and facilitating Vietnam’s commercial transactions in the international arena, etc.
In the stage of international economic integration, competition reaches global level, so the quality of products, goods and services plays an important role. This requires standard, metrological, and quality activities to take appropriate measures, to make a breakthrough in productivity, quality and efficiency of the economy.
To meet that, the system of national standards (TCVN), national technical regulations (QCVN) are regularly reviewed, modified, supplemented and updated in accordance with practical requirements and references to the standards of prestigious international organizations. Accordingly, products and goods of Vietnamese enterprises (DN) produced under TCVN have quality equivalent to international standards, Europe and developed countries such as the US, Japan, and accepted by the world market.
According to statistics of the Ministry of Science and Technology (S&T), up to now, there are 13,000 TCVN in force; the rate of harmony with international standards and regional standards will reach about 56%; More than 800 QCVN focus on products and goods capable of causing unsafety, hygiene and environmental pollution. Besides, the State management of metrology contributes to create conditions for enterprises to improve their competitiveness; meeting the needs of verifying, calibrating and testing measuring devices for organizations and individuals nationwide.
Specifically, in 2019, 206 certificates of registration for the provision of inspection, calibration and testing services for measuring instruments and measurement standards were granted; assign verification, calibration and testing of measuring instruments and measurement standards to 81 units of time; Approved 5,330 samples of imported and domestically produced measuring devices. Along with that, 5,361 new enterprise codes have been granted, confirming 115 dossiers using foreign codes and 27 dossiers of authorization to use barcode codes.
The Ministry of Science and Technology also instructs localities to implement “Project of implementing, applying and managing traceability system” and Project “Strengthening and innovating measurement activities to support Vietnamese enterprises to improve their capacity. competition for international integration in the period until 2025, with a vision to 2030”; regularly inspecting and examining the observance of laws, promptly preventing and handling violations of product and goods quality.
According to the Department of Science and Technology (Ministry of Industry and Trade), over the past time, the Department has actively coordinated with units to develop a number of Vietnamese Standards and QCVN for specialized inspection, management of products and goods. under the management responsibility of the Ministry of Industry and Trade. Up to now, the number of TCVN of Industry and Trade is about 3,931 TCVN and about 49 QCVN, making an important contribution to the quality management of products and goods; establish a favorable and transparent business environment to support business development.
However, awareness of the role and benefits of building and applying technical standards and regulations is still limited in some parts of enterprises. Therefore, the practice of applying standards and regulations in practice, management and production still has difficulty in explaining and propagating. In addition, Vietnam has a number of mechanisms and policies to apply technical barrier standards, but in the implementation process, this technical barrier is still limited and has no protective effect on domestic goods.
In the coming time, the General Department of Standards, Metrology and Quality will promote the development of a system of national standards and technical regulations in a direction that is synchronous and harmonious with international and regional standards for groups of exported products and goods, as well as building a group of national standards for a group of new and key products of Vietnam.
