In your opinion, what are the barriers and challenges that the 712 Program has encountered in the implementation process?

The effectiveness of the program has been achieved, however, there are still plenty of activities that may have room for further promotion. This is also affected by a number of barriers such as: The participation of businesses is still passive. Most businesses are small and medium sized, with limited resources, production equipment, production management qualifications have not met the requirements; The team of experts in NSCL is still lacking and weak, is in the process of forming, leading to low consulting effectiveness. Self-capacity of enterprises in research and application of management systems and quality improvement tools remains low.

In addition, a number of ministries and agencies have not paid adequate attention to the improvement of the sustainable energy, not fully aware of the role of creating and supporting enterprise development through supporting the application of scientific and public solutions. turmeric. Among the industry projects, only the industrial NSCL project led by the Ministry of Industry and Trade is implemented regularly, annually, achieving certain results and efficiency, however, the scale is still limited. . In addition, the financial resources to implement the program are limited …
