After 10 years of implementation, the Program to Improve Productivity and Quality (NSCL) of Vietnam’s products and goods to 2020 (Program 712) has contributed to increasing the proportion of total factor productivity (TFP). in the GDP growth rate as well as building the Mekong Delta movement in the provinces and cities nationwide. To find out more clearly, the reporter of the Industry and Trade Newspaper had an interview with Mr. Nguyen Hoang Linh – Deputy Director of the General Department of Standards – Metrology – Quality of Vietnam.
Could you tell us, after nearly 10 years of implementation, has the 712 Program achieved the set goals?
After nearly 10 years of implementation, Program 712 has brought great benefits to businesses (DN) in the process of improving the production capacity of products and goods, increasing competitiveness in the market. At the same time, contribute to completing the TCVN system (nearly 12,000 standards) in the direction of harmonizing international standards with the rate of up to 60%. Along with that, the QCVN system with 800 standards has become an important tool for state management activities to prevent poor quality products, goods and services from affecting the environment and health, etc.
Conformity assessment activities have had new developments, widely socialized. As of March 1, 2020, there were nearly 1,000 conformity assessment organizations registered to operate at the Ministry of Science and Technology and line ministries. These conformity assessment organizations are capable of meeting international standards, corresponding to each type of organization, ensuring to basically meet the requirements of product quality testing and assessment.
In addition, the NSCL movement has been built in all provinces and cities of the country with 7/8 ministries, branches, and 57/63 localities having approved NSCL projects. At the same time, contributing to increasing the contribution of TFP to the GDP growth rate, about 40.4% in the 2016-2019 period; it is expected that 2016 – 2020 will reach 40.5%; exceed the set target of the program of 35% by 2020; contribute to improving the ranking of the global innovation index (GII) of Vietnam.
During the implementation process, what is the greatest effect that Program 712 brings to the community, society, and businesses, sir?
The implementation of NSCL programs and projects always follows the set objectives, contents and tasks. Up to now, the main objectives of the program have been basically met, the awareness of the community, businesses, etc., about the low energy market has been markedly improved.
The 712 program helps form a team of experts and consulting organizations capable of assisting enterprises in improving and improving the capacity of the enterprise, with more than 2,000 trained experts in this field. Nearly 3,000 students and lecturers of 20 universities have been trained in standardized knowledge, advanced methods, techniques and tools. Form a system of documents, books, manuals on management systems, tools for improving P&Q. The program has compiled, edited and released 50 books with more than 50,000 copies and more than 120 popular documents, instructing and training on the basic skills for different subjects.
Along with that, supporting businesses to improve the energy efficiency through the application of standards, technical regulations, advanced management systems, innovative models and tools help businesses reduce waste in the production process, save costs in terms of human resources, time, fuel, energy … Thereby, contributing to improving production efficiency, product and goods quality; affirming the foothold of Vietnamese enterprises in the domestic and foreign markets, positively contributing to the export turnover and growth of the economy.
With activities to support enterprises to improve the quality of products and goods and promote the application of quality management systems ISO 9001, ISO 14001, have contributed to improving (increasing) the component indicators of the Group Only GII number of Vietnam. According to the World Intellectual Property Organization GII (WIPO) report, in 2019, Vietnam reached 38.8 points on a 100-point scale, ranking 42 out of 129 countries; third in ASEAN, after Singapore and Malaysia; 3 places higher than in 2018. This ranking has improved by 17 places compared to the ranking in 2016, making Vietnam ranked first among 26 low-middle income countries.
In your opinion, what are the barriers and challenges that the 712 Program has encountered in the implementation process?
The effectiveness of the program has been achieved, however, there are still plenty of activities that may have room for further promotion. This is also affected by a number of barriers such as: The participation of businesses is still passive. Most businesses are small and medium sized, with limited resources, production equipment, production management qualifications have not met the requirements; The team of experts in NSCL is still lacking and weak, is in the process of forming, leading to low consulting effectiveness. Self-capacity of enterprises in research and application of management systems and quality improvement tools remains low.
In addition, a number of ministries and agencies have not paid adequate attention to the improvement of the sustainable energy, not fully aware of the role of creating and supporting enterprise development through supporting the application of scientific and public solutions. turmeric. Among the industry projects, only the industrial NSCL project led by the Ministry of Industry and Trade is implemented regularly, annually, achieving certain results and efficiency, however, the scale is still limited. .
