After more than 8 years of implementation, Program 712 has been evaluated to have an impact on each participating enterprise, contributing to economic development and the Vietnamese business community.
The program “Improving productivity and quality of products and goods of Vietnamese enterprises by 2020” (Program 712) helps enterprises access to international quality management systems (ISO 9000, ISO 14,000, ISO 5001, ISO 22000) and a system of basic improvement tools such as TPM, 5S, Lean, Lean 6 Sixma, KPIs, MFCA, LSS, etc.
According to Ms. Vu Hong Dan, Expert of Vietnam Productivity Institute, Program 712 has been implemented for more than 8 years, with more than 5,000 businesses being supported to access the international quality standards system and productivity improvement tools.
Thus, businesses reduce errors and improve their ability to meet customers’ requirements, helping to improve the competitiveness of enterprises.
However, according to the General Department of Standards, Metrology and Quality, after implementing the Program, it revealed many difficulties. In which, the progress of building and approving productivity projects of industry and local quality is slow. Many scale projects are too small to really match the scale of the project under the National Program.
In addition, the responsibility of implementing quality productivity projects in many cases is left to the science and technology agencies, there is no coordination between departments and other departments, so the real Currently, integration of project tasks with other ongoing programs and projects is limited.
Many businesses are not fully aware of the role of quality productivity and do not trust to apply quality management systems and tools to improve productivity. Most projects use scientific non-business funds, have not mobilized other funding sources, and counterpart funds of enterprises participating in the project are still limited.
Therefore, the Directorate for Standards, Metrology and Quality proposes that the Government continue to initiate, guide and support enterprises in applying models, methods and tools for management, technological innovation, etc, motivation for businesses to improve productivity and competitiveness of businesses.
