To make the national standard system (TCVN) really become an effective tool for businesses (DN), regulators and consumers, General Department of Standards, Metrology and Quality (TĐC) – Ministry of Science and Technology (S&T) is implementing, modifying and developing many technical standards and regulations (TC, QC). The reporter of Cong Thuong Newspaper had an interview with Mr. Nguyen Hoang Linh – Deputy Director of resettlement – around the above issue.
How has the work of completing and building the system of TCVN has been achieved over the past time, sir?
Currently, there are about 12,000 TCVN widely used in management, production, business (production and business), S&T activities, which have a great impact on the socio-economic development of the country. The degree of harmonization of the Vietnamese standard system with international and regional standards is about 56%, the harmonization target by the end of 2020 is 60%, which helps to improve productivity and product quality. goods and services of Vietnam. Sir, the world’s TCs and QC are constantly changing, along with that, the level of science and technology, machinery, equipment is increasingly modern, etc. This has posed a challenge for Vietnam in the process. build TC, QC?
According to the orientation to the end of 2020, the harmonization rate with international standards will be about 60%, enhancing the harmonization of TCVN with international standards will help Vietnam access S&T advances, machinery and equipment. modernity and new technologies of the world, this is also one of the major policies of the Party and State on the strategy for the development of S&T for the period of 2016-2020 and a vision to 2030. In order to ensure effective publication of national standards for stakeholders, what approaches have the General Department’s QC and QC approaches been, sir?
In order to achieve efficiency, over the past years, the Ministry of Science and Technology has presided over the coordination of ministries and agencies to disseminate the application of TCVN and QCVN (national technical regulations). In the coming years, one of the major policies that need to be implemented in the coming years is to promote socialization of standards work. Specifically, the resettlement will review and complete the system of legal documents, amend and supplement regulations to encourage and support enterprises to participate directly in the process of building and applying TCVN and QCVN.
In addition, we also propose experts, representatives of enterprises, the private sector to contribute comments on international standards such as ISO, IEC and conferences, seminars, and meetings of the Technical Standards Board. international. At the same time, organize training courses, guide enterprises to build the TCCS to apply to suit the production and business conditions of enterprises.
Many people said that the TC and QC systems are effective tools in state management, not really supporting businesses. What is your opinion on this matter?
I do not completely agree with the above statement. The evidence is, there have been tens of thousands of enterprises voluntarily applying TCVN, international standards and certified and assessed in accordance with these standards, to confirm with domestic and foreign consumers about the quality and price. product value of the enterprise.
However, in order for TCVN to become more “an effective tool”, there is no other way that enterprises must proactively propose building TCVN, participating strongly in the process of building TCVN, building international standards. By doing this, Vietnamese products and goods will have a competitive advantage in the business process.
